Who this is for
- Fairfield, Cabramatta, Canley Vale and Bonnyrigg owners who want two homes on one block
- Families building a second dwelling for parents, adult children or extended family
- Owners planning to live in one dwelling and keep the other as a long-term rental
- Homeowners whose existing house is dated and who prefer to rebuild in the suburb they know
The real challenge with a duplex construction loan Fairfield lenders assess: two dwellings, not one
A single-dwelling build is one contract and one valuation. A duplex is two dwellings under one approval, so the lender looks at both the plans and the cost of each half, and at how you will service the loan while the build runs. Lenders vary on how they treat the second dwelling, so raising the plan early avoids a late surprise.
The approval behind the project matters as much as your income. Lenders want to see that the duplex is approved, or clearly approvable, before funds are released.
What Fairfield City Council says about dual occupancy Fairfield finance depends on
Fairfield City Council states that it permits dual occupancies in the R2 and R3 zones. In R2 it sets a minimum lot size that depends on location: 600 sqm for some areas close to services and transport and 900 sqm for the rest. Council also lists dual occupancies as complying development in R1 General Residential land in Bonnyrigg, in R2 where a minimum lot size applies, and in R3.
Stage 1 of the NSW Low and Mid-Rise Housing Policy started on 1 July 2024 and made dual occupancies permissible in R2 zones across NSW. Council says this did not directly change Fairfield, because dual occupancies were already permissible here. Stage 2 (from 28 February 2025) adds a 450 sqm minimum lot size for dual occupancy in mapped areas around Fairfield, Cabramatta and Canley Vale. See the NSW Planning frequently asked questions and check your address on the state map.
Site limits that can change the plan
Council lists key constraints for the state provisions in Fairfield, including flood-prone land, bushfire prone land, heritage items and land near registered pipelines. Council notes that flood-prone land is a large area that includes parts around the Fairfield city centre and Canley Vale. A constraint may affect your design or approval pathway, so confirm it before you pay for plans.
Build-and-live or build-and-keep: how the structure changes
If you will live in one dwelling and keep or rent the other, the project is generally assessed as a residential construction loan, with the rent counted according to the lender's own policy. If your plan changes to selling one or both dwellings, the finance and the tax position can be quite different, and that goes beyond this page. Tell your broker your real intention at the start.
We also look at your existing loan. Some owners keep the current mortgage and add a construction facility secured on the same land, others restructure. Your broker will compare the options with your numbers.
Costs to plan before you sign a building contract
Add demolition and asbestos checks if an old house is coming down, plans and approvals, connection and utility works for the second dwelling, rent while you are out of the house, and interest during the build. Model the repayments with our Sydney home loan calculators and see how progress payments work in NSW so the cash flow is clear before you commit.
