Who this owner builder first home buyer NSW guide is for
- First-time buyers who plan to supervise their own build on land they own or are buying
- Anyone unsure whether the grant, duty relief or a low deposit scheme applies to an owner-build
Can an owner-builder be a first home buyer? The short answer
Yes, an owner builder first home buyer NSW applicant can be eligible for some government support, but each program has its own rules and none of them is automatic. The safest approach is to check each scheme against your own facts before you commit to land or a project, because a wrong assumption can cost you the grant or force you to repay it.
Below we set out what NSW Government sources say, checked on 1 October 2026. Where something could not be confirmed, we say so and point you to Revenue NSW. For the fixed-price builder route, read our first home buyer construction loan NSW guide instead. This page covers the owner-builder route.
What Revenue NSW lists for an owner builder FHOG claim
The Revenue NSW First Home Owner (New Homes) Grant page says a $10,000 grant is available when you buy or build your first new home. It has a dedicated 'Owner builder' category, and the house and land value must not exceed $750,000. The grant is not means tested and is not taxed. One grant is payable per property transaction, not per person.
For an owner builder FHOG claim, Revenue NSW lists these supporting documents:
- A title search showing the applicant(s) as owners of the property
- A copy of the initial inspection report or approval from council for the laying of foundations
- A copy of the final inspection report or occupation certificate
- Receipts for the home totalling more than the grant amount
- Evidence of the total value of the property (house and land)
Keep these from the first day of the build. Also note the NSW Government First Home Owner (New Home) Grant page describes the $750,000 limit as covering the land, the building contract and any construction changes. Because the two pages phrase this differently, confirm how the limit is measured for an owner-build with Revenue NSW.
Eligibility conditions that catch first-time builders
- Each applicant must be at least 18, and applicants must be individuals, not a company or trust.
- At least one applicant must be an Australian citizen or permanent resident.
- You, or your spouse or partner, must not have owned a home before 1 July 2000, with limited exceptions listed by Revenue NSW.
- For contracts signed on or after 1 July 2023, you must move in within 12 months and live in the home for at least 12 continuous months.
Because the grant can be linked to a drawdown, talk to your broker before the first draw so the paperwork is ready. Our progress payments guide explains how draws work.
Buying the land: transfer duty relief before you build
If you are buying vacant land first, the NSW Government First Home Buyers Assistance Scheme page states that first home buyers pay no transfer duty on vacant land costing $350,000 or less, and a reduced rate applies between $350,000 and $450,000. Eligibility rules apply, including moving into the home within 12 months of its completion date and living there for at least 12 months. Confirm the detail with Revenue NSW. Our vacant land loan guide covers the land purchase stage from a lending view.
Deposit schemes and the first home owner builder loan question
The Australian Government 5% Deposit Scheme page says the Australian Government can help buyers into a home, including building on vacant land, through a guarantee to the lender so you can borrow with a small deposit. The page does not say whether owner-builds qualify, and the scheme runs through participating lenders, so confirm eligibility and lender participation for an owner-build directly before you rely on it.
If family support is part of the plan, our guarantor home loans page explains that route. Run the numbers in our home loan calculators to test your deposit, and see the owner-builder loans Sydney page for how lenders assess the build itself.
