Duplex Construction Loan Sydney: Keep, Sell One or Sell Both

By the Mortgagefy Team · Published 1 October 2026 · Last reviewed 1 October 2026

A duplex construction loan Sydney owners look for depends on what you plan to do once the two dwellings are built. Keeping both, selling one or selling both each change how the project is structured and assessed. A dual occupancy construction loan can be arranged as a construction facility or a development-style facility, and lender policy varies. We explain the options and ask how your project would be treated.

Who this is for

Three duplex structures and how each may be financed

Build and keep. You hold both dwellings, perhaps living in one and renting the other. The loan may be structured as a construction facility that becomes a long-term loan at completion. Your income, existing debts and equity matter, and lender policy varies.

Build one, sell one. The sale of one dwelling is part of the repayment plan. Lenders may look at how the sale is expected to occur and what happens if it takes longer than planned.

Build both and sell. This is closer to a development project, so the facility may be assessed like one, with attention to the end values, holding costs and exit plan. See our development finance Sydney hub for how that assessment is commonly framed.

Conditions apply. Lending criteria, fees, charges and eligibility apply and vary by lender and project. Not all applicants or projects will qualify. This is general information only and not credit or financial advice.

The real challenge: two dwellings, one lot, one exit

A single-dwelling construction loan is assessed against one home. A duplex adds a second dwelling, higher build costs, more holding costs and an exit that can go different ways. That is why we ask about your plan before we talk about lenders.

Duplex finance may be business- or investment-purpose lending, which can be assessed and regulated differently from consumer home loans. Eligibility, LVR or LTC settings, presale expectations and costs vary by lender and project.

What the NSW planning changes mean for duplex owners

The NSW Government's Low and Mid-Rise Housing Policy has two stages. Stage 1, which started on 1 July 2024, permits dual occupancies and semi-detached homes in R2 low-density residential zones across NSW. Stage 2, from 28 February 2025, extended new controls to low and mid-rise housing areas within 800 metres walking distance of nominated town centres and stations across Sydney, the Central Coast, Illawarra and Hunter regions. Some land is excluded, for example bushfire prone land, certain flood prone land and heritage items.

Whether your particular lot can host a duplex is a planning question for your council and your town planner. Check the NSW Planning frequently asked questions and see our guide to the reforms and finance. We do not give planning advice.

How Mortgagefy helps

Mortgagefy is a broker, not a lender, and we do not fund projects ourselves. We help you compare exits, prepare the package and, where a lender on our panel or our aggregator's panel assesses the project as suitable, arrange the application. Not every project will qualify.

For a home you will live in, see construction home loans and knock down rebuild finance; for other project types, return to the development finance hub.

Conditions apply. Lending criteria, fees, charges and eligibility apply and vary by lender and project. Not all applicants or projects will qualify. This is general information only and not credit or financial advice.

How it works: 4 simple steps

1

Pick the exit

Keep both, sell one or sell both. The exit shapes the structure, so we settle it first.

2

Test the numbers

Land, build cost, holding costs and end values are tested against the exit. Feasibility comes before finance.

3

Discuss how it may be assessed

We explain how similar scenarios are commonly structured and what panel lenders may ask for.

4

Build and draw down

If a lender assesses the project, funds are typically released in stages. Terms vary by lender.

Frequently asked questions

Can I get a duplex construction loan Sydney lenders will assess?

Some lenders will assess duplex projects, but eligibility, structure and costs vary by lender and by project. Suitability is assessed case by case, so ask us how your project would be treated.

What is a dual occupancy construction loan?

It is finance for building two dwellings on one lot. It may be arranged as a construction loan or as a development-style facility, depending on your plans, your exit and the lender. Some scenarios are business- or investment-purpose lending and may be assessed differently from consumer home loans.

How does duplex finance differ if I keep both dwellings?

If you keep both, the loan may be structured as a construction facility that converts to an investment or owner-occupied loan at completion. Requirements vary by lender and by project.

What if I plan to sell one dwelling to fund the other?

A build-one-sell-one plan usually means the sale is part of the repayment plan. Lenders may want to see how realistic that is, and their approach varies. Speak to your solicitor and accountant about the legal and tax side.

Do I need presales for a duplex?

It depends on the project and the lender. Some scenarios may be considered without presales and others may not. See our page on development finance with no presales.

Are two separate titles required?

Title and subdivision arrangements affect how a lender treats the security. This is a legal and planning question, so confirm with your solicitor, your council and your lender before you proceed.

Information checked on 1 October 2026. Policies, government schemes and lender participation may change.

Confirm current requirements and lender participation directly with your chosen provider before applying. Many development and construction scenarios are business- or investment-purpose lending, which may be assessed and regulated differently from consumer home loans. Some scenarios are arranged through Mortgagefy's lender panel and aggregator; Mortgagefy does not fund projects itself.

Development lending is higher-risk. Costs can rise, sales can take longer than planned and values can move, so get independent legal and accounting advice before you commit. We do not give tax, legal or planning advice; speak to your solicitor, accountant and council.

This information is general in nature. Policies vary by lender and change frequently. Confirm current requirements with your chosen provider and seek professional advice.
