Edmondson Park: a growth area that is already well underway
Liverpool City Council says Edmondson Park is in the Liverpool and Campbelltown local government areas, was rezoned for urban development in 2008 and was one of the first areas planned in the NSW Government's South West Growth Area. The council page states that over the next 10 to 15 years the suburb will become home to approximately 25,000 new residents living in about 8,200 homes (source: Liverpool City Council, Edmondson Park, updated September 2026).
Because it was rezoned earlier than neighbouring suburbs, Edmondson Park generally has a mix of completed streets and land still to be built on. The suburb's stage matters less to a lender than the exact lot, title and approvals.
Edmondson Park house and land loan: checking zoning and the Section 10.7 certificate
Council advises that to find the zoning of your land you can search your address on Liverpool City Council's ePlanning portal, and recommends obtaining a Section 10.7 (planning) certificate from council to confirm it. Do this before you exchange contracts on land or engage a builder.
With zoning confirmed, your broker can structure the loan. If you are buying the land, lenders differ on whether land and construction sit under one loan or two. If you own the block, your equity in it may count towards the deposit. Our vacant land loan Sydney page covers the land-only path.
Liverpool or Campbelltown: which council for your construction loan Edmondson Park build
Since the suburb spans two local government areas, the assessing council for your build depends on where the lot sits. That decides who you lodge with and which local controls apply. Confirm the council with the estate developer or your builder before plans are drawn.
Council says it is responsible for delivering stormwater infrastructure, most public open spaces, some roads and community facilities in new precincts, and that open space delivery across Edmondson Park happens progressively. Nearby parks and facilities may therefore not all exist yet when you move in.
Ed.Square, the station and what a growth suburb means for your build budget
Liverpool City Council describes the privately developed town centre, Ed.Square, as including a fresh food market hall and supermarket, an eat street, shops, a cinema and a medical centre, and notes direct train services from Edmondson Park Station to Liverpool, Parramatta and the Sydney CBD.
Amenity is one input; your build budget is another. Include site costs, landscaping and fencing, and keep a buffer for variations. Our construction cost overrun loans guide explains what happens if costs exceed the plan, and our Sydney home loan calculators help you test repayments at the drawn balance.
