Leppington Town Centre rezoning: what NSW Government has finalised
The NSW Government announced on 26 June 2026 that planning controls for the 440-hectare Leppington Town Centre precinct had been finalised, unlocking around 11,500 new homes over the next 20 years, with up to 11,000 jobs over the longer term. The announcement states that the controls set building heights of 3 to 30 storeys and a minimum 3% affordable housing requirement for residential development in perpetuity (source: NSW Government media release).
A rezoning does not mean every lot is ready to build on. Servicing, subdivision and approvals still have to happen, so a lender will look at the specific lot, its title and your approved plans.
Two councils, several stages: reading Leppington's planning status
Camden Council's South West Growth Area status page shows Leppington split into separate precincts. It lists Leppington Stage 1 (about 2,500 dwellings, rezoned 2015), Leppington Stages 2 and 5 (rezoned 16 July 2021), and Leppington Stages 3 and 4 as released but not rezoned. It also notes that the Leppington Town Centre spans two councils, Liverpool City Council north of Bringelly Road and Camden Council to the south.
So the first question for any Leppington block is which stage and which council. Zoning, controls and infrastructure charges can differ, and Camden Council also notes that land in Stages 2 and 5 may be identified for future acquisition. Check your lot with the relevant council before you commit.
Construction loan Leppington: land, contract and staged drawdowns
A Leppington new home build loan works differently depending on the land. If you already own it, a lender will usually assess your equity in it as part of the deposit. If you are buying a lot, the land settles first and the build follows. Either way, construction funds are released in stages as work is certified, and lender rules on how much you can borrow, valuations and fixed-price contracts vary.

Questions to ask before you sign a Leppington land or build contract
Which stage and precinct is the lot in, and has it been rezoned? Is the title registered? Are water and wastewater connections available? Is a Section 10.7 planning certificate available from the council? Does the building contract fix the price, and what allowances sit outside it?
If costs change mid-build, see our construction cost overrun loans page for how lenders usually view a shortfall. For borrowers with irregular income, self-employed construction loans explains the documents lenders ask for.
